Research Unit H.3 – Blauwvoet: Object, Method and Effect

This Political Warfare Executive report is an appraisal of the object, method and effect of the clandestine radio station known as H.3 – Blauwvoet, broadcasting to in Flemish to Occupied Holland and Belgium.


This programme professes to emanate from a group of dissident Quislings who feel that they have been let down by the Germans. It aims at stirring up suspicion between Germans and Quislings on the one hand, and rival groups of Quislings on the other. It opposes bitterly those extremist elements in Flanders who are in favour of complete annexation of their country by Germany.


Transmissions are at 7.15pm BST, three or four times a week, generally on Saturdays, Sundays and Mondays and sometimes on Tuesdays and Wednesdays. In fact, transmission days are purposely varied. There are two speakers, one male and one female. All broadcasts are recorded as one of the speakers is in London. The programme is not repeated.


A direct reference was made to this transmission by the Flemish Quisling leader, Elias, in a recent speech to his party. He warned them not to be taken in by the propaganda from London which was suggesting that Britain would, after the war, be the champion of a Great Netherlands State. This direct reaction, however, is not so impressive as the constant feuds within the Flemish Quisling party which developed soon after the broadcast started. One of the leading Flemish Nationalist priests sent a circular to all members of the party endorsing all the main arguments of the Blauwvoet. Moreover, there have been similar disputes in the Dutch Nazi party which indicate that in Holland, too, the Blauwvoet has an audience. Numerous NSB burgomasters have been dismissed for disloyalty to Mussert. One of our main aims in this transmission has been to complicate the German administrative problem by encouraging dissention in the lower ranks of the Quisling parties in Belgium and Holland.
