Exclusive: Israeli Leaflets Urged Residents in Area to Evacuate for Safety
This just in... It's widely reported that the residents in the area, as well as in Qana specifically, were told repeatedly to leave. The question one has to ask, is why did this happen under the circumstances? Who benefits by the large loss of civilian life? The answer is clearly Hezbollah, which uses human shields, and their sponsors in Syria and Iran. Israel dropped leaflets warning residents that airstrikes were on the way. We have obtained the text of that leaflet which was dropped by the Israelis as well as a scanned image of what one of these leaflets looks like:

Quote
"To all citizens south of the Litani River.
Due to the terror activities being carried out against the State of Israel from within your villages and homes, the IDF is forced to respond immediately against these activities, even within your villages.
For your safety!
We call upon you to evacuate your villages and move north of the Litani River."

State of Israel

This appears to be a similar version of the leaflet:

Israel warns residents of Sidon
Sat Aug 5, 2006 9:05am ET
By Laila Bassam

BEIRUT (Reuters) - Israel said on Saturday it planned to bomb "Hizbollah rocket launching sites" in Sidon and warned the inhabitants of south Lebanon's biggest city to leave...
...An Israeli army spokesman said leaflets dropped on Sidon, whose normal population of 100,000 has been swollen by refugees from war zones further south, had warned all residents to leave.

"We dropped leaflets warning residents to leave because the army will attack Hizbollah rocket launching sites in Sidon," he said. Other army officials confirmed the warning had been given.

A local official in Sidon, who asked not to be named, said Hizbollah's Shi'ite guerrillas were not present in the mainly Sunni Muslim city. One resident said he had seen a leaflet that warned people to leave, but that did not mention Sidon by name.

The leaflet said the army would act with "full force" against terror cells and was signed, "State of Israel."

THE Israeli military today dropped leaflets on south Lebanon warning it would strike any vehicle travelling south of the Litani river, an area that includes the port of Tyre.

“Every vehicle, whatever its nature, which travels south of the Litani will be bombed on suspicion of transporting rockets and arms for the terrorists,” said the leaflets.
They were addressed to the Lebanese people and signed by the “State of Israel”.

BEIRUT --  Israeli forces hit the heart of the Lebanese capital for the first time in three weeks on Thursday and dropped warning leaflets that sent thousands of residents of southern suburbs fleeing their homes...

...On Thursday [10 August 2006], Israeli aircraft dropped leaflets on south Beirut telling residents still living in three districts to get out.

"To residents of Hay Al Sollum, Burj Al Barajneh and Shiyah, for your own safety, you must immediately evacuate these areas, and evacuate all areas from which Hezbollah elements perform terrorist acts," the tract read.

IAF drops leaflets over downtown Beirut threatening 'painful' response to Hezbollah attacks

By The Associated Press
10 August 2006

Israel Air Force warplanes dropped leaflets over downtown Beirut on Thursday, threatening a "painful and strong" response to Hezbollah rocket attacks and warning residents of three southern suburbs to evacuate immediately.

"The Israel Defense Forces intend to expand their operations in Beirut," the single-page leaflet read. It said the move came after statements from "the leader of the gang" - an apparent reference to Hezbollah leader Sheikh Hassan Nasrallah, who made a taped television address the night before.

"To the residents of Hay el-Sulloum, Bourj el-Barajneh and Chiah: For your own safety, you must evacuate those neighborhoods immediately, and evacuate every place where Hezbollah members or aides exist or carry out terrorist operations," it read.

"You must know that the expansion of Hezbollah terrorist operations will lead to a painful and strong response, and its painful results will not be confined to Hassan's gang and criminals," it added.

The leaflets were signed, "The State of Israel."

Radio tower hit
An IAF helicopter earlier fired at least two rockets at a disused radio broadcast tower in the heart of Beirut, lightly wounding two people and damaging a number of cars, Lebanese security sources said.

Minutes later, Israeli helicopters rocketed old antennas belonging to Lebanon's official radio station in the coastal village of Amsheet, north of Beirut.

The attack on the tower in Ras Beirut is the deepest Israeli strike into the Lebanese capital in a month-old campaign against Hezbollah. The tower, next to the Lebanese American University, had not been in use for many years.

...IAF warplanes dropped leaflets over northern Lebanon for the first time Thursday, warning trucks off the roads after 8 p.m., residents said.

The leaflets fell north of Tripoli, Lebanon's second largest city, some 25 kilometers from the Syrian border. The blanketed area includes the Palestinian refugee camp of Beddawi.

Trucks were being used to carry rockets and missiles to Hizbullah, the single-page documents said. They were signed, "The State of Israel."

Israeli warplanes also dropped leaflets over northern Lebanon for the first time on Thursday, warning trucks off a coastal road linking Lebanon to Syria, residents said.

The single page document read: "Any pick-up or truck of any kind moving on the coastal road as of 8pm (1700GMT) will be attacked because it is suspected of carrying rockets, military hardware and saboteurs.

"You must know that anyone who moves in a pick-up or truck is endangering his life."

The leaflets fell north of Tripoli, Lebanon's second largest city, about 25km from the Syrian border. The area that was leafleted includes the Palestinian refugee camp of Beddawi.

It was unclear whether the curfew would be 24-hours a day, starting on Thursday night, or whether it was only a night-time ban on traffic.

The leaflets were signed:"The State of Israel."

Trapped in a city where no one dares to move
Martin Chulov, Tyre, southern Lebanon

...Israel on Monday announced it would enforce a blockade of Tyre and the surrounding area.

Any vehicle moving out of town would be fair game for warplanes that had already made a meal of dozens of cars trying to run the gauntlet earlier.

The only way now into Tyre is to wade across a river outside the city, after Israel bombed the makeshift bridge connecting it to the main road north, making it almost impossible to bring large quantities of supplies or food aid by road.

Leaflets dropped to the few hundred locals who have chosen not to flee said anyone seen on the streets would now be deemed a runner for Hezbollah. There is not a soul in town who isn't taking the warning seriously...

...An Israeli plane yesterday dropped a canister scattering propaganda leaflets from the western sky.

They drifted towards town like confetti on the sea breeze, with excited locals breaking cover to collect them.

"(Hezbollah chief) Hassan (Nasrallah) is playing with fire and now Lebanon is burning," the leaflets read. "Hassan has bet on your future and here you are paying the price."

In the Christian quarter of town, they needed no convincing. The Israeli army occupied this area for much of the 18 years it spent in Lebanon.

Israeli leaflets list dead Hezbollah fighters

Deutsche Presse-Agentur (dpa)
11 August 2006

Beirut (dpa) - Israeli jets on Friday dropped leaflets over parts of the Lebanese capital Beirut listing the names of 100 Hezbollah guerrillas who it claimed had been killed in fighting with Israeli troops.

The leaflets fell on areas loyal to the militant Hezbollah movement, including the southern suburbs and areas where Shiite refugees from the south of the country are staying.

"(Hezbollah chief Sheikh Hassan) Nasrallah is killing your children for nothing," the leaflets read.

Most of the leaflets fell on parks across the capital, where refugees are staying.

"This is part of the psychological war the enemy is using on us. We tell them we will not bow," said a Hezbollah follower.

The leaflets listed some 100 guerrillas who it said had been killed by Israeli troops in southern Lebanon.

Hezbollah so far has said that only 58 of its guerrillas died in clashes since Israel began its onslaught on Lebanon on July 12 in response to a cross-border raid by the Shiite militia.

Israeli reports said more than 300 guerrillas had been killed.

Israeli Jets Drop Leaflets Over W Beirut For Second Day
Friday August 11st, 2006 / 12h44

BEIRUT (AP)--Israeli warplanes dropped leaflets over west Beirut Friday, telling Hezbollah members the group's leader was "cheating" them.
The papers fluttered down midmorning over an area along the capital city's Mediterranean coast, stretching from the commercial port to the upscale Raouche neighborhood of west Beirut.
"Nasrallah is cheating you and hiding from you the big losses in the ranks of Hezbollah members," it read, referring to Hezbollah leader Sheik Hassan Nasrallah.
"The following is a list of some names of those killed, whom Nasrallah has abandoned and denied their deaths."
The leaflet listed some 90 names of men it said were Hezbollah members killed in fighting with Israeli troops. The message didn't call for the evacuation of any areas.
It was the second straight day leaflets fell from the skies over Beirut proper. Documents dropped in the downtown area Thursday threatened a "painful and strong" response to Hezbollah rocket attacks and warned residents of three southern suburbs to evacuate immediately.

BEIRUT (AP)--Israeli warplanes dropped leaflets over Lebanon's capital for a third straight day on Saturday [12 August 2006], calling on residents to "shake off" Hezbollah.
The flyer referred to the guerrilla group without naming it, calling on Lebanon's citizens to "shake off your shoulders the destroyer of Lebanon."
Next to the Arabic text was a rudimentary drawing of a cedar tree, Lebanon's national symbol, and a picture of Hezbollah leader Sheik Hassan Nasrallah peeking out from the tree's branches.
"You can return the cedar odor to Lebanon if you wanted!!!" it read.
A cedar tree is emblazoned on Lebanon's flag as well.

This from Tom McCarthy today, Sunday 13 August 2006, courtesy of the Huffington Post

Quote
...So we were sitting at the pool when suddenly everyone was pointing at the sky. I turned to look: the air was filled with leaflets, thousands of them, flipping down, catching and losing the sun, flashing white in a field of otherwise perfect blue. It was like looking up on a perfect upstate-New York fall day and seeing the endless, streaming Vs of Canadian geese making their annual migration.

A south wind was carrying the leaflets out to sea. They had been dropped over West Beirut, it seemed - not over the southern suburbs, kilometers away. Most of the paper sdungs fell into the Mediterranean but some kids ran a couple down. The purposeful French reporter in our group marched in her bikini down the boardwalk to get the news.

The leaflets warned Nasrallah to leave Lebanon. The real message, however, seemed aimed at Beirutis not affiliated with or partisan to Hizbullah. The message was that Hizbullah is the source of Lebanon's problems. Some here already subscribe to that line of thinking. Others blame the bombers for the bombing. Others fear civil war and believe that placing all the blame on Hizbullah - and by extension the Shiite community, which comprises 35-40 percent of the population - is to invite the worst.

By ASSOCIATED PRESS
Two hours before a cease-fire went into effect on Monday morning, the IDF dropped leaflets on central Beirut Monday, warning it will retaliate for any attack launched against it from Lebanon.

Addressed to Lebanese citizens, one leaflet said Hizbullah serves the interests of its Iranian and Syrian patrons and has "brought destruction, displacement and death."

"Will you be able to pay this price again?" it said.

"The Israeli Defense Forces will return and act with the required force against any terrorist act that is launched from Lebanon against the State of Israel," it said.

BEIRUT (AP)--Israeli warplanes dropped leaflets over south Lebanon Tuesday, warning residents not to return home before Lebanese and international troops deploy to the area.
It was the first time Israeli leaflets fell over the south since a U.N. resolution prompted a halt to the fighting there.
"We warn you not to head to the southern regions before the deployment of the forces that are supposed to safeguard your security," the leaflets read. "The situation will remain dangerous in southern Lebanon as long as the state of Lebanon has not deployed the Lebanese army and international forces on all southern Lebanese territories."
The leaflets were seen fluttering from planes over Nabatiyeh, about 13 kilometers from the Israeli border. Most fell in open fields and valleys, and many residents were too afraid of unexploded ordnance and land mines to retrieve them.
Israel blanketed regions of Lebanon with leaflets frequently throughout the 34-day war, with messages telling residents to evacuate certain areas or cut off support for Hezbollah.

From what I have seen, generally the IDF haven't used much in the way of illustrations in their previous leaflet output but a new leaflet does:
