No doubt a hasty PSYOPS/MISO campaign in underway in conjunction with Coalition operations against Col Gaddafi.

Traditional leaflet drops by Coalition aircraft and radio broadcasting can be expected urging the Libyan people to keep away from potential Coalition targets. The reason behind the operations will be explained showing that action is being enacted with the backing of the UN and Arab League. Attention will be brought to the attacks on the Libyan people by the Gaddafi regime. The military will be urged not to harm its own people and to lay down their arms, perhaps even to suggest defection to the anti-Gaddifi side.

Perhaps specific actors within the Gaddafi regime will be directly targeted with PSYOPs through email, fax and cellular texting.

All just speculation at the moment but as factual information becomes available it will be presented here.

PSYOPS/MISO initial objectives in Op Odyssey Dawn

To expand on the above, the three initial PSYOP objectives will likely be along the lines of:

(i) A continuation of overt public diplomacy to explain the reasons behind the Coalition’s military operations, i.e. with the backing of the international community through the UN, including the Arab League and, most importantly of all, with the urging by the Libyan people themselves, operations are being directed purely against Gaddafi’s corrupt regime. Gaddafi will be doing his best to block outside media from reaching the Libyan people. PSYOPs will be used to reach the people with this message.

(ii) Reassurances will be directed towards the civilian population that action is being taken purely against pro-Gaddafi forces in the effort to protect Libyan citizens. Advice will be given to help keep civilians safe, for instance from keeping away from military installations. Initially it is probably unlikely that civilians will be directly urged to rise up against Gaddafi, although contingency planning for this is likely to be taken depending on how the situation develops with in the country.

(iii) The major PSYOP effort is likely to be directed against the Libyan military using both the carrot and stick. The pro-Gaddafi Libyan air force and armour units will be specifically targeted. The stick will be the threat of annihilation by the superior Coalition weaponry if they attempt to attack anti-Gaddafi forces. The carrot will be a logical appeal to their better judgement. Do you really want to attack and kill your fellow citizens just to support a corrupt regime already in its final death throws?  Initially at least the military will be urged to do nothing and to refuse to attack their people; secondary it will be urged to defect to the anti-Gaddafi forces. Particularly important actors within the Libyan military will probably be contacted directly and attempts to persuade them to cease their support for Gaddafi.

Who will be conducting Coalition PSYOPS/MISO for Operation Odyssey Dawn?

The US, Britain and France each have PSYOPS assets but the lead is probably taken by the US through the recently rebranded 4th Military Information Support Group.

MISO – Military Information Support to Operations – is America’s new euphemism for what has previously been called "psychological operations", "psywar" and good-old "propaganda". The 4th MISG are based at the US Army Special Operations Command headquarters at Fort Bragg, NC.

It's difficult to decipher the messages being broadcast by Commando Solo but the essence of the broadcast is addressed to the Libyan Navy requesting them not to get involved with Gaddafi's campaign and not to sail out of port. As I suggested above similar messages are almost certainly being sent to the Libyan army and air force in one way or another.

The messages: Refuse to obey Gadhafi's orders, stop fighting, go home to your families.

A senior defence official, who spoke on condition of anonymity to discuss intelligence matters, said eavesdropping indicated that Gadhafi's forces are aware of the messages.

Although each day the Pentagon reports the number of bombs it has dropped in the Libya intervention, it has said little about the information campaign blanketing the country.

But coalition planes have dropped leaflets a number of times, including Sunday, when they targeted Gadhafi ground troops near Misrata, other military officials said on condition of anonymity because they are not authorized to speak publicly about the effort.

The U.S. also has broadcast messages to Libyan forces from the Air Force's EC-130 Commando Solo, a specially-modified Hercules transport that conducts information operations and psychological operations and broadcasts in AM, FM, high-frequency radio, TV and military communications bands.

Officials have acknowledged its use but given few details, except that it has broadcast messages in English and Arabic over Libya telling government forces to cease hostilities and citing the U.N. resolution calling for the no-fly zone. Officials would not confirm the exact wording of the texts, but said the messages are aimed at urging pro-Gadhafi forces to avoid harming civilians who are seeking to oust Gadhafi.

"The Commando Solo can be used to broadcast factual information to the Libyan public," said Marine Corps Capt. Flint Gebke, a spokesman the command that is running the international campaign. "The Libyan people deserve to hear factual information about the international community's resolve to mobilize military assets to prevent further escalation of the current crisis Libya."

Such messaging operations have become common in military campaigns.

The flying radio and television broadcast mission was used to reach out to citizens of Grenada in the 1983 U.S. invasion that followed a military coup there. It was used to help persuade Iraqi soldiers to surrender in the Gulf war of 1990-91. And the Defence Department also broadcast anti-Saddam Hussein messages over Iraq for months before the 2003 U.S.-led invasion that ousted Saddam but which officials said was to hunt for weapons of mass destruction.

Leaflets warning Iraqi soldiers not to fire at American aircraft and stressing Saddam's suppression of the Iraqi people also were dropped before the 2003 invasion.

In earlier years of the war in Afghanistan, the coalition dropped leaflets with pictures of burning World Trade Center towers accompanied by the words, "The coalition forces have come to Afghanistan to arrest those who were responsible for the terrorist attacks in the United States." It had a message to militants on the flip side: "Members of Taliban and al-Qaida! We know where you are hiding."

Apart from propaganda efforts to weaken Gadhafi's control of his troops, the international coalition has worked in Libya to cut communications between Gadhafi and his forces, bombing command and control centres and using electronic jamming equipment, officials said.

"Any time that we can cut off communications between leadership and the forces in the field, or create confusion between leadership and the forces in the field, we're seeking to do that," Vice Adm. William Gortney, staff director for the Joint Chiefs, told a Pentagon press conference last week. "You can do that many different ways ... and we're using every tool in our toolbox to do that."

This is an unattributed report from The Sun, a popular UK tabloid.

If true, it sounds as if Moussa Koussa was directly targetted by Coalition psychological operations.

It would not be surprising if Musa Kusa had been bombarded with text messages and other communications from the Coalition.  This was a technique used successfully against some of Saddam Hussein's henchmen during the war against his regime.  Kusa must have known, however, that he would be closely questioned about the Lockerbie bombing and the shooting of WPC Yvonne Fletcher outside the 'Libyan People's Bureau' in London, as well as the murder of a number of Libyan dissidents resident in the UK, if he fled to Britain; and it must have occurred to him that he stood a good chance of being sent to trial in the Hague for any number of human-rights violations that occurrerd during his watch as head of the Libyan intelligence service.  That being the case, one wonders whether he was given  assurances that he would be granted immunity from prosecution.  Or did the fear that he would be 'taken out' by Coalition missiles, etc. trump his fear of being prosecuted if he fled to the UK?

Libyan rebels are preparing to launch a television channel, broadcasting from Qatar.

The channel, named simply Libya and calling itself "the new channel for all Free Libyans" had been scheduled to start transmissions this evening, according to local media reports, though it is unclear whether that deadline will be met.

There was frenzied activity this evening at the Doha compound here the channel is based. Qatari police prevented journalists approaching the offices where technical staff appeared to be working.

A spokesman for Libya's Interim National Council, the hastily formed western-backed rebel leadership body, said that the timing was ideal.

"This is the first time in recent history that the Arab world is willing to listen to the west," Mahmoud Shammam, a Washington-based exile, told the Guardian. "This is a good opportunity for the west to reconnect with the East. Up to now, the west has supported every Arab dictator."

Shammam said the channel would focus on the humanitarian issues across Libya and would aim to "have a correspondent in every ... city."

Staff were apparently recruited via Facebook over recent weeks. Hundreds of applications for fewer than 20 posts were received. One new recruit arrived without even a change of clothes, direct from the war-torn Libyan city of Ajdabiya.

Mohamed al-Akari, the channel's manager, told Foreign Policy magazine that Libya TV was setting up studios in Benghazi and London, in addition to its headquarters in Doha.

Qatar, as well as agreeing to host the channel, has turned over the facilities and technical staff of a local network previously focused on cultural programming, the magazine said. The wealthy Gulf state, which has a population of 1.4 million, has strongly supported the coalition's military action in Libya, even sending its own warplanes to take part in operations.

Al-Jazeera, the Qatar-based news channel, has played a leading role in the protests of recent months, while local analysts said the stance taken by the country's hereditary ruler, Hamad bin Khalifa Al Thani, reflected the views of the Qatari public.

"Qataris were so happy to see our participation in removing the Libyan dictator Gaddafi who doesn't think twice before killing his own people," said Abdullah bin Hamad al-Athbah, a respected newspaper columnist in Doha. "Libya isn't similar to Iraq. We support the [UN security council] resolution all the way. We wish Arab states could handle the issue themselves but when it comes to reality this can't be done without UN intervention."

To start with, Libya TV aims to broadcast around four hours of original programming a day, including a 20-minute news bulletin and a half-hour talkshow. Foreign Policy reported that the channel was being funded primarily by donations from the Libyan disapora, including a single contribution of nearly £200,000 by a businessman living in the UK.

Roger, you're right it's a well used tactic. Even back in the Second World War  the Special Operations Executive sent a special mission into Occupied Belgium with the task to specifically target high ranking German officers and officials, to bring home to them that the war was coming to an end and to think about their own post-war position. The Germans were to be contacted through their mistresses, doctors, etc. In the 2006 Israeli/Lebanon conflict text messaging and faxing was also used to contact key players.

Who knows what promises might have been given to Moussa Koussa, if any. However, he's been able to deal with the West in recent years despite Lockerbie, supplying PIRA with Semtex and the shooting of WPC Yvonne Fletcher. He probably thought he could do a deal again now!

The problem with the talk about War Crimes, etc. will stop dead any further defections from the Gaddafi camp to the west.

PsyWar.Org has been working hard to find out more about NATO information operations against Libya but so far without much success.
However, this Voice of America article suggests that leaflet dropping and broadcasting has been on-going.

The messages also urge them to move away from any military equipment, as they are potential targets for NATO airstrikes.

Airstrikes by the alliance targeted a building used by Libya's security services in the capital, Tripoli Tuesday, as well as the headquarters of the anti-corruption agency. Both structures were on fire after the bombing.

ZINTAN, Libya, May 16 (Reuters) - NATO is broadcasting to forces loyal to Muammar Gaddafi on Libyan army radio frequencies, telling them foreign mercenaries are raping the Libyan people and urging them to give up.

"Nobody has the right to make the lives of their people a living hell," says the broadcast, heard by Reuters on a Libyan army radio taken by rebels in the Western Mountains.

"Stop fighting against your own people," it continues, saying that the Libyan leadership has lost control and recruited non-Libyan mercenaries "and allowed them to rape your people."

The threat of rape and the role of foreign mercenaries are issues frequently brought up by refugees who have fled fighting in the rebel-held Western Mountains and by the rebels who stayed behind.

The Libyan government has denied recruiting mercenaries and says its forces are not targeting civilians. Officials say they are fighting armed criminal gangs and al Qaeda militants who are trying to ruin the country.

NATO warplanes, acting under a United Nations mandate to protect civilians, have stopped government troops advancing on rebel strongholds but not silenced their guns, and Gaddafi remains in power.

Fighting on several fronts has come to a near-standstill.

Asked about the broadcasts, a NATO official told Reuters: "NATO is being responsible in informing the Libyan people though public service announcements to ensure the civilian population remain as safe as possible."

The message, played on loop, is broadcast in English and Arabic spoken with an Iraqi accent.

"You have a choice," it says. "Build a peaceful Libya for the benefit of your family and a better future for your country." Otherwise, the air strikes which began on March 19 will continue, it warns.

The broadcast features a woman saying, "Why, my son, why do you kill our people?" A crying child says, "Dad, come home, stop fighting." (Additional reporting by David Brunnstrom in Brussels)

On May 17, 2011, an Italian Air Force C-130J, departed in the morning from Pisa airbase, dropped about 400.000 leaflets over Tripoli, Libya. As reported by ANSA news agency, leaflets contained a message addressed to the Libyan people directly from the NTC (National Transition Council) that had asked Italy to deliver it to counter Gaddafi’s regime propaganda in Libya’s capital city.
The text of the message was:

    Libya is one and its capital is Tripoli. Today we ask you to join and to take the right and wise decision. Join our revolution. Let’s build Libya away from Gaddafi. A unified, free, democratic Libya.

English text of Commando Solo radio broadcast, heard 22 May 2011:

"Libyan Navy sailors, NATO and its partners are resolved and united in their enforcement of the United Nations resolution to protect the civilian population. For your own safety leave your ship immediately and return to your family or home. If your ship attempts to leave port or act against the Libyan civilian population it will be immediately destroyed."

"NATO warships are here to assist in supporting a United Nations Security Council resolution to enforce a maritime embargo in order to protect Libyan civilians. Do not target NATO vessels. If you target NATO vessels you will be destroyed."

NATO PSYOPS leaflets dropped over Libya

NATO finally has released two examples of PSYOPs leaflets air-dropped over Libya.

PsyWar.Org has had a Freedom of Information request submitted over a month ago asking for examples of PSYOP leaflets and broadcasts to be officially released. We've had no official response as yet.

Edited to add: The meta data in the NATO PDF file could imply that there have been at least 84 different PSYOP products produced already.

Secretary of Defense Robert M. Gates:

"...When I was deputy DCI in the 1980s, I was briefed on a plan to launch balloons into Libya dropping leaflets telling the people to overthrow the government.  I told them to make sure the leaflets specifically said that it was Qaddafi they were to overthrow.  I could imagine strong westerly winds carrying balloons with a generic 'overthrow your government' right across Libya and into Egypt.  I thought President Mubarak would not be pleased."
