NO Code Leaflets

I have almost completed searching a leaflet collection donated to my university. As Der Chef pointed out, these are mainly OWI produced. What puzzles me is that some leaflets produced by the American/British are not coded. Why is this? A recent example is Sternenbanner. I have both USG coded issues and non-coded issues. BTW, the non-coded issues are on stiffer and whiter paper. I think I remember reading that the British were producing leaflets before the Americans came on the scene. I believe then  the American leaflets are coded and British ones(usually older) are not.

Ricsalt, all the previous British leaflets were coded from day one but, initially at least, using a slightly different system. I suspect that the Sternenbanner that are uncoded and on heavier paper are probably proof prints which may or may not have gone to be printed in large numbers. It would be interesting to see if they match or nearly match the USG coded versions.

Proofs would be printed before a full print run went ahead. For example the proof versions might contain the odd spelling mistake or might even have long articles or different ones than those that were finally printed.

Your collection has obviously come from a member of the US production team from OWI.

Thanks for the clarification. I've got the no code version of USG.2, Sternenbanner, 15. September 1943 which according to your database was Not Disseminated. I've also got Sternenbanner,  London, 8 & 22 Oktober, 1943not listed in your database.
